    That the Social Services Committee, having considered Report 2026-072 ‘2026 to 2030 Early Years Services Plan’ recommend that County Council approve the 2026 to 2030 Early Years Services Plan and authorize staff to publicly post the plan as per the Ministry of Education guidelines.”

    That the Social Services Committee, having considered Report 2026-074 ‘Northumberland Supportive Non-Profit Housing Corporation, recommend that County Council authorize Jennifer Heslinga, Deputy Treasurer to act on behalf of Northumberland County as sole member at the May 20, 2026 Northumberland Supportive Non-Profit Housing Corporation’s Annual General Meeting in the confirmation of the Corporation’s directors and financial statements and corporate by-laws.”

    That the Social Services Committee, having considered Report 2026-075 ‘NCHC Annual General Meeting - May 27, 2026’ recommend that County Council authorize Dwayne Campbell to act on behalf of the Shareholder in the confirmation of the Corporation’s Directors at the Northumberland County Housing (NCHC) Annual General Meeting on May 27, 2026.”

    Whereas at the August 18, 2022 County Council meeting, Council considered Report 473 Ontario Street Construction Management Pre-Construction Fixed Fee’ and authorized a draw from Housing Reserves to support the fixed fee portion of the Construction Management at Risk (CMAR) contract up to a maximum of $400,000; and

    Whereas planning and design work has progressed and additional requirements have emerged that were not expressly included in the original authorization but are necessary to advance the site to a shovelready condition;

    Now Therefore Be It Resolved That the Social Services Committee having considered Report 2026-078 ‘473 Ontario Street, Cobourg - Pre-Construction Services’, recommend that County Council approve broadening the allowable expenses within the existing approved pre‑construction budget of $400,000 to be used to fund required pre‑construction activities as identified during the design stage to advance the site to a shovel‑ready state, including but not limited to archaeological assessment, tree removal, and the required consultant services.”
