    “Whereas the Northumberland Hills Hospital (NHH) and Campbellford Memorial Hospital (CMH) made a presentation to Council on June 7, 2021, to request funding for capital equipment; and

    Whereas the initial request was $1,000,000 annually for 10 years, for a total request of $10,000,000, and that the funding be divided as 75% to NHH and 25% to CMH; and

    Whereas a Special County Council meeting was facilitated on September 29, 2021 to address the funding request, and at that time Council requested both hospitals to revise their funding request and to submit it to the County's CAO for Council’s consideration at their October 20, 2021 Council meeting; and

    Whereas the revised request is for 1% of the County levy annually over an 8-year period; and

    Whereas Council considered staff Report 2021-169 ‘Hospital Funding Request – Revised’ (dated October 20, 2021), including twelve considerations that staff recommend be addressed as part of any funding agreement; 

    Be It Resolved That Council defer this matter until November 4, 2021 at 9:30 a.m.; and 

    Be It Further Resolved That Council direct staff to provide financial data based on a range of funding options - levy percentages and/or lump sum for a range of time frames, the maximum of which would be eight years."

    “Whereas the Request for Quotation (RFQ) 21-38 was issued to retain a contractor for the 2021 felling and subsequent clearing of Ash trees along County road allowance within the Municipality of Trent Hills; and 
    Whereas two (2) proponents submitted bids in response to this RFQ; and
    Whereas the bid from 809592 Ontario Inc. o/a Parkside Landscaping & Contracting, in the amount of $236,730.00 (plus tax) is the lowest bid meeting all specifications; and
    Whereas the 2021 budgeted amount for felling and clearing is $201,333.00 and $30,000.00 for tree replacements; and 
    Whereas savings from the Emerald Ash Borer (EAB) program in previous years have been transferred to the Transportation Capital Reserve, in the amount of $161,000.00; 
    Be It Resolved That that County Council award RFQ 21-38 to 809592 Ontario Inc. o/a Parkside Landscaping & Contracting, for the felling and subsequent clearing of Ash trees along County road allowances within the Municipality of Trent Hills; and
    Further That County Council authorize the use of Transportation Capital Reserve funds as sourced from available EAB savings to cover the short fall."
